Technology Adoption and Self-Direction: Transforming I/DD Services in New York State

Key Findings:

  1. Increased Demand for Self-Directed Services: There’s a notable rise in the preference for self-directed services. AARP reports a dramatic increase in this demand, indicating a shift towards more personalized care options.

  2. Challenges in Implementation: Operational inefficiencies, complex regulatory environments, and issues with Electronic Visit Verification (EVV) data collection are major hurdles. Additionally, there’s a need for better information technology capabilities to support these changes.

  3. Cost Concerns: The survey highlights a 20% increase in device costs since 2021, influenced by inflation and supply chain challenges. IT leaders are pressured to reduce costs without compromising service quality or digital transformation efforts.

  4. Technology as a Solution: Leading I/DD agencies investing in technology are experiencing cost efficiency and improved patient service. Technologies like Riverbed’s Alluvio Aternity Digital Experience Management (DEM) and Network Performance Management (NPM) are crucial in reducing costs across devices, software, cloud, and network.

  5. Impact of Self-Direction on Agencies: The study found that self-directed programs led to more and better choices for individuals, less professional domination, and a higher quality of life. There was an 8% median reduction in the cost of serving these programs, increasing to 14% when adjusted for inflation.

The Future of I/DD Services: With the growing complexity and cost challenges, agencies are urged to adopt technologies that offer more efficient ways to manage and deliver services. The survey indicates only 20% of agencies consider themselves technology leaders, despite the growing necessity for tech adoption in this field.
